Volunteers Needed!

I think we had a good meeting last night. It is good to know that we are on the radar of so many of our elected officials, and that they are familiar with our concerns.

Ms. Mills,

I would like to take this opportunity to give you our Twentieth monthly update on the project.

Report Status:

There are currently no reports in house for the County to review, and Argus Consulting that the report due on July 1st will be submitted by Monday or Tuesday of next week. I had expected it would be a little early.

From conversations with Mr. Horton, and from data he submitted via E-Mail in June, we are still very close to turning off the oxidizer. However, we are not quite there and it will have to remain running a little longer. The latest air sampling data (in June) showed that the hydrocarbon concentrations were still a little too high for us to allow it to be turned off and discharged to atmosphere. Argus will sample the air stream again in about a week though and if we see that the levels have dropped to below the allowable threshold, the oxidizer can soon be turned off. In my last e-mail I estimated a mid-June turn off date, but I believe it will be late July to early August now. Incidentally, I received a call yesterday from a consultant that has asked to take the oxidizer to another site (in another county) as soon as we can authorize it to be turned off.

General System Status:

As noted above , the system has had some downtime mostly due to storm surges but seems to have had a pretty good run time as far as we can tell so far. Hour meter run times in the next report will allow us to know for sure what the run time had been for that reporting period. The latest storm surge damaged the phone line for the system telemetry but I believe it was repaired pretty quickly and didn’t result in very much downtime.

I don’t have very much of a technical update this time because there hasn’t been any major modifications to the system or a submittal of a report lately. The status summaries for each of the parts of the overall system remain basically the same this time.

Milestone Update:

I think the next milestone data will be available in August 2008. In the meantime, we will review the recommendations in Argus’ reports for system enhancements that may hasten the cleanup of MW-5, the most contaminated monitoring well left.

LFNA Members:
I wanted to forward the e-mail below from one of our partners from the League of Women Voters on the U.S. Congress Candidate’s Forum.  As you can see, there are many opportunities for volunteers at the 5 August event.  All of the preliminary arrangements are done.  We just need volunteer workers for the event.  Given that we are co-sponsors with equal billing with the LWV, it would be nice if we could cover a significant portion of this volunteer need.  Our neighborhood will be gaining an enhanced profile with this televised event, so lets step up to the plate and help make it a success.

I would like to take this opportunity to give you our Nineteenth monthly update on the project. 

Report Status:
There are currently no reports in house for the County to review and the next one expected is due on or before July 1st.   Although not due this month, I expect it will be received early this month.   That report will cover the operational period of the beginning of February through the end of April.   I expect the run time that Argus will report will be pretty good since we haven’t had a lot of down time notifications lately.   From conversations with Mr. Horton, I understand we are closer to being able to turn off the oxidizer.  In fact, Mr. Horton told me today that the last vapor sample did indeed indicate that we have reached the acceptable levels where the oxidizer may be shut off.  Argus is asking that we get the results confirmed and approved by the County in the next two weeks. Mr. Horton will put some calculations in the report to show what the mass (lbs per day) is from the soil vapor extraction portion of the system.   Pending our receipt of this data, it be shut off in about two weeks.  To be more specific, I estimate the date the oxidizer will be turned off will be approximately June 16th  (the only reason this may be delayed is the next set is above the prescribed level allowed of 13.7 lbs per day).   Most of the data in the upcoming report will be from the same set that was presented during the April Lake Formosa Neighborhood Association. While Argus is wrapping up this report, we are about a third through the next reporting period, which is due in October. 

General System Status:
As noted above , the system is running pretty much 24 hrs per day, 7 days per week.  We had some down time reported last week for which Argus is looking into.  Orange County discovered it wasn’t operating last week, but Argus got it up and running again the same day it was reported to them.   Also, on April 22nd, a hose connection broke and caused treated groundwater to be discharged into the air outside of the liquid phase carbon vessels outside the remediation building (inside the fence). 

 GW recovery portion: 
Since progress has been seen in the areas were many of the 24 multiphase extraction wells are, but some contamination lingers in other areas, a focusing of treatment can be expected to hone in on the areas with the most contamination.  From our recent inspections it appears that the flow is pretty high (higher than the 1.5 gallons per minute per MPE well design) and the total volume of groundwater recovered and treated is greater than 2.5 million gallons based on the totalizer readings on the recovery wells.  Since the system ran on and off for several months before that, it is reasonable to assume the volume of groundwater recovered to date is greater than the sum total of the totalizers, which equals about 2.5 million gallons as of May 15, 2008.     I will ask Argus to calculate this in all future reports (the amount recovered per period, and total to date).  Groundwater recovery from MPE #15, 16, 18 & 21 had ceased as noted in our last inspection.  Argus will have to make a professional recommendation on which locations will be turned off to hone in on the areas with the lingering contamination, and if we concur with it, implementation of the focused treatment (GW recovery) can occur.  We would expect that by pulling less or no water from areas already cleaned up, that a higher volume of water may be pulled from the areas we want to focus on, at least in most cases.

 The soil vapor extraction portion: 
The total flow during the May 15th site visit was approximately 605 standard cubic feet per minute, which may be as good as can be achieved without capturing too much water and diminishing the effectiveness of recovering vapors.  The total design (operating all wells) for vapor flow is about four times higher than that.  However, too much water capture seems to be a result of trying to achieve the higher flows.  As water occludes the well screens, less vapors are extracted.  We noted during our last inspection that SVE wells 1, 8, 13, 14, 16, 20 & 24 didn’t have any vapor flow.  Most of the flow scale labels on the SVE flow meters need to be replaced as they are sun damaged and hard to read.  Argus will have to make a professional recommendation on which locations will be turned off to hone in on the areas with the lingering contamination, and if we concur with it, implementation of the focused treatment (Vapor recovery) can occur.

Neighbors,

I got this e-mail from Kim Robinson at the Mennello.

Considering what a great neighbor the Mennello has been to our Association, I hope that we will provide many volunteers for these very worthy (and fun) activities.

I plan on helping out with the tree cleanup on the 18th, but it seems that there may be enough volunteers that we could organize a lake cleanup effort, perhaps centered on that corner of our lake.

1-I have a group of young adults volunteering on Wednesday July 18 in the morning. So far we are going to get the area under the big oak tree 
cleaned, and I have been told that we may have as many as 30 volunteers 
for a two hour period. So, is the neighborhood association interested in 
having them do some lake clean up while they are here and how do you go 
about doing that? Let me know if you are interested.

2-We have spoken a couple times about letterboxing and I wanted to let you know there are three letterboxes on the property and there will be an additional 4 or 5 in the near future. This is my reaction to high gas 
prices, we all want to get outdoors in the summer and enjoy the warm 
weather and the park is an ideal spot to watch nature. If I can get some 
time I hope to place 10 boxes in Loch Haven Park area this summer, 

3- I know I said a couple, but you’ll like this. We are definitely 
resurrecting the Orlando Folk Festival, the City board is taking on the 
project and it will be up and running in the early spring. I can let you 
know when meetings are if you would like to contribute some time with us.
